The Question Library is a good place to store, organize, and easily access all your questions within a course. Import questions into Question Library to consolidate questions created with the Quizzes, Surveys, and Self Assessments tools.
Consolidating questions within Question Library enables users to efficiently transfer questions to new courses using the Copy Course Components feature.

From a File
Brightspace offers a CSV Question template for instructors so they can format their files properly for import:
Download Brightspace CSV Template
In Question Library, click Import.
From the Import button, select Upload a File.
From the Upload a File Window, select the source where existing questions reside by clicking Browse and selecting the file or dragging and dropping the selected file into the Upload a File Window.
Once the file finishes importing, view the uploaded questions in the Upload a File window.
To import all the questions from the upload, click Import All. To import select questions from the file upload, select the questions you want to upload and click Import.

Import Questions into Question Library From an Existing Collection
In Question Library, click Import.
From the Import button, select Browse Existing Questions.
From the Source Collection drop-down list [1], select the source where existing questions reside (quiz, survey, self-assessment).
From the Source Section drop-down list, select

Select the questions [3] you want to import, then click Import.

In Question Library, click Import.

From the Import button, select Learning Repository (LOR).

Locate the object you want to import.

Select the learning object or file, then click Select.

You can expand any sections and select specific questions.
The new section of the library will probably need to be renamed. You can also set it to shuffle questions.
